Exporting light manufactured goods like t-shirts, shoes, and toys has been the first rung on a ladder of rapid economic growth and development for most of the newly industrializing countries in the twentieth century.
For poor countries to develop, we simply do not know of any alternative to industrialization.
Effects after 5 years
We do not want to see workers exposed to hazardous risks, but we also worry that regulating or improving the jobs too much too quickly will keep that industrial boom from happening.
Powerful forces may push individuals back towards equilibrium outcomes irrespective of interventions. This is largely speculative, but if more interventions in more places fail to find long run effects of initially-successful poverty or employment interventions, it may challenge the widespread marginalist view of poverty alleviation.
